Why Change is Needed

  • Untimely or overly burdensome advice;
  • Local planning authorities making unnecessary referrals; and
  • Developers receiving guidance that is not aligned with what is needed to make development acceptable.

 

These issues can delay planning decisions and complicate the delivery of new development.

 

Key Proposals

 

The reforms focus on creating a more efficient and effective system, including:

 

  • Targeted consultation: Statutory consultees will be engaged only where essential, and local planning authorities will avoid unnecessary referrals;
  • Performance oversight: A new framework will provide ministerial scrutiny to ensure timely and high-quality consultee input;
  • Funding and incentives: A sustainable funding model, supported by a surcharge on planning fees, will enable statutory consultees to focus on key areas;
  • Streamlining advice: Reducing duplication and “gold plating,” ensuring guidance is practical and proportionate; and
  • Alignment with development objectives: the system will support the Government’s Plan for Change, helping deliver homes and infrastructure more efficiently.

 

Next Steps and Consultation

 

The Government is seeking feedback from stakeholders to refine the proposals and identify how statutory consultees, local authorities, and developers can work together more effectively. Input will help shape a system that supports faster, confident planning decisions while maintaining environmental, safety, and heritage protections.

If implemented, the reforms are expected to:

 

  • Reduce delays in securing statutory consultee responses;
  • Streamline the planning application process;
  • Ensure advice is proportionate, practical, and focused on key issues; and
