The capital faces a persistent housing shortage, with demand consistently outstripping supply. Recent years have seen slower rates of house-building, partly due to complex planning requirements and rising construction costs. To address this, the Mayor of London has introduced a time-limited “emergency” planning route, reducing the affordable housing requirement from 35% to 20%. Developments that meet the 20% threshold are also exempt from the Community Infrastructure Levy (CIL), helping to accelerate delivery and improve viability.
