The Planning Portal's latest Planning Application Index Q3 2025 paints the most optimistic picture of England’s development pipeline in several years, with application activity strengthening across all key indicators. After a period of subdued growth and uncertainty, the data suggests a meaningful resurgence in developer intent — particularly in the housing sector.   Key takeaways from the latest report have been set out below.

 

1. Housing Applications Reach Highest Levels Since 2021

 

Housing is the clear standout of the Q3 dataset. Proposed residential units — the best early indicator of development momentum — rose sharply to 98,723, marking:

 

  • A 68% increase on Q3 2024
  • The strongest three‑month period for proposed housing units since Q4 2021
  • A year‑to‑date figure of 240,142 units, already 50% higher than the same point in 2024

  • North West — a triple‑digit increase on Q3 2024; and
  • South East — an 83% rebound after a quieter Q2.

 

Only the North East and South West saw modest declines compared with last year.

The gap between applications submitted, validated, approved and ultimately built.

  • Long determination periods, particularly for major residential schemes;

  • Wider economic uncertainty and inflationary pressures.

According to the report, the Portal's data has shown that historically, Q4 outperforms Q3 in housing submissions, meaning the strong Q3 results could be a precursor to even more promising figures for the end of 2025.
