In this article, DHA Planning share their Autumn 2024 South East England and London Local Plan and Housing Update.
On the back of the Government’s summer consultation on a revised National Planning Policy Framework (NPPF) and Standard Method, the planning system is set for a number of potential significant changes to both Plan Making and Decision Taking as we head into the winter period.
Whilst the previous Government’s December 2023 NPPF presently remains in effect, Labour’s revised NPPF is anticipated in the coming months and is likely, to include a raft of significant alterations reversing many of the much criticised December amendments , reinstating the 5 Year Housing Land Supply, ‘mandatory’ housing targets and revisions to the calculation of the standard methodology housing figure, which will see housing targets for many authorities increase substantially moving forward.

The update covers 7 regions within the South East (including London), provides a handy summary table showing the approximate changes due within 6 months, and includes an easy-to-read explanation on the Plan Making and Monitoring processes.
National Planning Policy reflects the importance of housing need and supply. This document provides a view as to whether a Local Authority can be considered a 4-Year or 5-Year Authority and a view of the performance of adopted Local Plans through summarising a Council’s Housing Land Supply position and Housing Delivery Test (HDT) result. In instances where an Authority cannot demonstrate the relevant supply of housing land, or they fall below 75% in the HDT, circumstances radically tilt Decision Making in favour of the grant of Permission.
