Toby joined DHA in 2026 and brings over 25 years’ experience as an environmental practitioner. A Chartered Environmentalist, he has worked on projects across the UK and Middle East covering a range of sectors. He has expertise in tall buildings, urban regeneration masterplanning, stadiums, data centres, and solar energy projects.
An experienced Expert Witness, he has represented clients in planning and enforcement inquiries on matters relating to contaminated land, controlled groundwater, indoor air quality and human health risk assessment. Toby has a broad technical understanding of all the major environmental disciplines and has a strong grasp of planning, EIA and related case law.

EIA Project Director for a 77MW hyperscale data centre in Newham, London.
Stansted Airport Solar Farm (Manchester Airport Group)
Environmental compliance/reviewer for the build-out of a 14.3MW solar farm to support airport activities.
Riverine Centre (former Abbey Mill Chemical Works), Newham
EIA Project Director and Geoenvironmental Lead for the proposed redevelopment of an urban 7ha industrial landfill for a large capacity mosque and residential scheme.
Al Thumama and Ras Abu Aboud Stadiums, Qatar (Supreme Committee for Delivery & Legacy)
EIA project lead for the development of two 40,000 seat stadiums and surrounding precincts.
Botley West Solar Farm DCO (PVDP)
EIA coordinator and technical reviewer for PVDPs proposed 840MW solar farm in Oxfordshire.
