DHA acted as the project co-ordinators, planning consultants and EIA co-ordinators within a multi-disciplinary team working on behalf of enfinium on the K3 Waste to Energy facility at Kemsley in Kent.

 

The facility benefited from planning permission to operate up to 49.9MW but it was proposed to increase the operating capacity to 75MW, which meant that the project was a Nationally Significant Infrastructure Project for which a Development Consent Order was required.

 

Alongside that application, Development Consent was sought for a separate Waste-to-Energy facility (‘WKN’) with an operating capacity of up to 42MW but which had been directed as needing a Development Consent Order by the Secretary of State, who accepted that it would be a nationally significant project.

 

DHA co-ordinated the extensive pre-application consultation and preparation, before then managing the application through the six month examination. Consent was granted for K3 to be upgraded but not for WKN, with the application then through a judicial review becoming a notable case in debating how projects directed as requiring a DCO should be assessed.
