The paper mill was supplied with some of its electricity and steam requirements by K1, an onsite Combined Heat and Power (CHP) Plant. K1 was nearing the end of its operational life and DS Smith therefore sought to replace it with K4, a modern CHP plant.

 

The size and scale of K4 means that it is a Nationally Significant Infrastructure Project for which a Development Consent Order is required.

 

DHA was responsible for managing the project team, undertaking statutory consultation with the local community and prescribed bodies, acting as planning consultants to compile and submit the DCO application, co-ordinating and managing the preparation of an Environmental Statement and managing the post submission examination process.

 

The DCO application was accepted for examination by the Planning Inspectorate at the end of April 2018. Following a 9 month examination period development consent order was granted by the Secretary of State in July 2019, making K4 the 71st Nationally Significant Infrastructure Project to be consented since the introduction of the 2008 Planning Act.
