The Stanhope neighbourhood in South Ashford has undergone a £150 million regeneration after a 30-year PFI contract was signed with Ashford Borough Council in 2007. Chrysalis consortium comprised Gleeson Capital Solutions, Nationwide Commercial and Moat Housing.

Pursuant to the Development Agreement, Gleeson Homes & Regeneration South undertook the development of 442 new homes, together with a commercial centre comprising three retail units and a pub/restaurant, together valued at £50 million. The development took place on 10 sites, in four phases, over five years. The split of new homes is 70% (309 units) affordable (social rent and shared ownership) for sale to Moat Housing Group and 30% (133 units) for private sale. The brand new shopping centre building in place of the local shops houses a resident resource centre, library facilities in partnership with Kent County Council and a permanent local management office for Moat and Powerminster Gleeson Services.

DHA worked for Ashford Borough Council Housing Services advising on the assessment of the PFI bidders’ proposals for the new estate masterplan and the full public consultation process. Specialist advice on the urban design aspects of the bids as well as the acceptability of the planning proposals was provided, assisting the Council in judging which team should be awarded the 30 year contract.
