What is a PPS7 house?

In 2004, the government published their national planning policy for sustainable development in rural areas.  This document took forward the exception clause first instated by Conservative Minister John Gummer, allowing, very occasionally, one-off isolated new houses in the countryside, providing that a scheme be truly outstanding, innovative and ground breaking, for example in the use of materials, methods of construction or its contribution to protecting and enhancing the environment. 

The clause stipulates the highest standards in contemporary architecture, and because of the nature of the policy and its wording (which can often allow different  interpretation between local authorities), only 21no. approvals have been gained (correct at the time of writing).  Schemes must be truly unique and take wherever possible a bespoke approach, and the site must be appropriate.  The planning consultant must be able to ‘sell’ the scheme and push the consultant team towards often experimental ground.

DHA are currently working on 5no. PPS7 houses.   We are able to offer significant expertise in this area by focussing the management of such projects within the DHA Urban Design team. Both Matthew Woodhead and Ria Hotchin are able to advise on the these types of application, with Ria having completed her MA thesis on the topic of PPS7 houses, for which she gained a distinction and the RTPI prize.

How we can help

As stated, DHA has completed a major piece of research into PPS7 houses and fully understands the aspirations of this policy and the factors taken into account by decision makers.  As part of this research we have compiled a detailed list of PPS7 applications submitted since 2004 and we are able to draw on this database to help shape an application.

We understand the level of detail required and the types of proposals that will be looked on favourably by decision makers.  We can project manage an application and select consultants based on their ability to reach the highest standards.  We know what is required to get an application validated, and can use our design expertise to successfully communicate with architects to ensure the objectives of the client and the council are met. We can co-ordinate community consultation and liaise with the local authority, including Members, to give an application the best chances of success.  We have significant experience of taking schemes forward for appraisal by regional design bodies and can help manage this process. We can also advise on the suitability of land for a PPS7 house and appraise existing landholdings for development potential.  Our experience and research has shown us that clients must be aware of the financial investment required for PPS7 house applications and must also be happy to support contemporary and modern design proposals for their land.

We understand that PPS7 house applications inherently come with a level of risk, given the numbers approved since 2004.  We will look to minimise your risk by approaching the project in stages, only progressing the project when comfort has been gained from the local authority at key intervals.
